Update health and liveness checking

I'd like to get a sense of what that does now, and how that should evolve in the coming months.

Some thoughts:

• Should track connection and health of GPS backpacks
• Health of RTK GPS in general
• Maybe better summaries/guis as we get further along

Yes, I have a watchdog node that I sometimes look at on base station. Can you take a look there?

It's been a while since I've used it, since the deployments have been pretty smooth after last Jan.

Agreed. Gui that can monitor health and replace our launch commands will be very helpful!
