Configure GQ7 so that RTK starts automatically in ROS #93

@bradygm @seungchan-kim We have discussed briefly in meetings. RTK starts (blue flashing) as expected when running on Windows but not when starting the ROS driver (green lights). I'm not sure if this is a matter of persistent configuration (can do so on windows, maybe driver side too) or configuration of the ROS driver.

@seungchan-kim Since you got this working today, could you document the issue with RTK in the launch file on the slite wiki?
