Moves desktop and mobile navs into a component and makes all contentment pages children of the homepage

Need to resolve #89 before we think about merging this so that the parent/root/homepage slug is consistent

zdavis commented 6 years ago

@gblair reports that he will apply the fix for #89 today, at which point this can presumably be addressed.
