In Anserini, we're currently using pre-encoded vectors for OpenAI - https://github.com/castorini/anserini/blob/master/docs/regressions/regressions-msmarco-passage-openai-ada2.md

Make it work with OpenAI API calls

That was for Pyserini... we want ti for Anserini as well...
