Currently, when a user does not have access to an inst, they are shown a dialog that says they are not allowed and given the option to create a new inst or change their login. Ideally, a user would also be able to request access to an inst. This would notify admin users that are currently in the inst and give them the option of granting access to the user who is requesting access to the inst.
