Start day of the week #19

I did not find a way to configure start day of the week (like Sunday for US and Canada). I've also looked quickly through date utils and found that it hardcoded to be Monday. Is there any chance to get this feature? Do you want me to implement and submit a pool request?

I did not consider different week configurations. all pull requests are welcomed. although without investigating further I don't know how simple / difficult that would be to add with the current implementation.
