Add releases to github for the toolkit #35

There needs to be some version control of the package/toolkit itself. One of the best ways to do this would be using the Git releases system.

Can possibly interact with the https://github.com/cat-cfs/twobilliontoolkit/blob/main/setup.py file (which will need to be updated as well) to pull the version, but may need to be manual.

just doing manually for now when a major tool or branch is merged to main.
