Upgrade crates #111

Upgrade dependency library versions. This includes upgrading to rpm-rs so that RPMv3 is no longer supported i.e., which is to close #106.

Cent OS 7 has reached its EOL last month. It's time to merge this pull request including RPMv3 drop.
