Define Family/Genetics/Pedigree plugin requirements

I'm leaning towards the name 'Pedigree', and will use that in this issue.

Features

• Tracks lineage (parents, children, siblings)
• Decreases server player count upon death
• Temp bans player on death (configurable)
• Recognizes a mating event (two people sleep in two beds next to each other)
• Increases server player count upon successful mating (% configurable)
• adds new player to mating family (50% chance which parent's family name)
• renames players with family name
• makes players choose a new first name
• command to change last name of player, and cascade to descendents with same last name.
• command to change first name of player
• command to trigger a successful mating between two players

Not sure if server size management and banning belongs here, may need to split that off.
