Shooting down a flight of stairs does nothing but spend ammo

Describe the bug

When you have something blocking you on a flight of stairs and fire with a ranged weapon, the mob doesn't get hit, and in fact you don't get told you've shot anything. You just expend ammo / UPS / battery charge.

Steps To Reproduce

1. Stand on top of a flight of stairs with a mob below (in my case it was a bot fighting a snake)
2. Shoot at bot with ranged weapon
3. Shooty noises but nothing happens
