Overmap specials and spawned items can float

Describe the bug

I think everyone knows about this one. Items can spawn floating in mid air. Items that are moved can be placed in an air tile and fall, but overmap specials that 'start' in a location don't drop.

Steps To Reproduce

1. Roam until you find an overmap special on zlevel + 1.
2. Observe levitating objects
