Item action menu % hotkeys not working

Describe the bug

Item action menu % hotkeys not working screenshot number 1. but manual selection of the item successfully activates the item screenshot number 2. This bug is seen on all hotkey items in this menu.

Steps To Reproduce

download the latest version of cbn-windows-tiles-x64-msvc. create a new world with a new character. spawn a sewing needle with threads. open Item action menu % press the hotkey of a wooden needle.
