NPCs on a vehicle over water are hidden as though underwater

Describe the bug

If you bring NPCs aboard a boat, you can only see them if you're adjacent to their position, as if they were underwater.

Steps To Reproduce

1. Spawn in a vehicle that floats and park it at the edge of water.
2. Spawn in and recruit an NPC.
3. Observe them seemingly vanish when they come aboard.
