Morale stacks too much from books

Describe the bug

After PR https://github.com/cataclysmbnteam/Cataclysm-BN/pull/4391 Morale can stack to a very significant degree using books with just fast reader and bookworm, this applies to both positive and negative. I assume without fast reading the stacking will still be pronounced but not nearly so. It appears you want books that are preferably read fast as they don't decay quickly enough and stack multiplie times.

Opening issue on request of Coolthulhu.

Steps To Reproduce

1. Use bookworm / fast reader with 8 intelligence to notice how many times it can stack
