URI bar surface is never scanned out #37

While the most important surface, the browser surface, is always scanned out directly. The URI bar surface is not. This might be due to it being layered behind the browser surface? Some investigation necessary.

The PPP's planes do not have a Z index, which means that overlapping surfaces cannot be scanned out directly.
