Stop building AXE builds with PMT=0 #1099

Discussed in some commit recently. The builds done by satip-axe has had PMT support enabled for some time now with non adverse side effects.

This would also align the build process with that of satip-axe so people could easily try newer versions of minisatip on their devices and be sure that it would work if the bump is done in the firmware itself.
