Create PUDL ID matching notebook #105

This is just an initial attempt at using what we already have to create PUDL IDs for FERC to EIA utilities and plants. I don't have experience with this mapping process besides in the context of mapping new EIA utilities to FERC utilities, so this is just one use case and needs to be applied to the other PUDL ID mapping scenarios.
