Add missing intake dependency and set version upper bounds.

Some dependency updates....

• The conda-forge bot noticed that we were using the intake package directly, but had not specified it as a dependency.
• The boto3 dependency was pinned to one particular version, which seemed like it could cause problems if someone was attempting to use the catalog in another software environment, which I think we would like to enable.
• There was no upper bound on our own (likely to change) intake-sqlite package.

I was thinking that we could make these dependency updates and do a v2022.11.30post1 release, using the postN notation for changes that don't alter the data the catalog points at? What do you think @bendnorman
