Update EIA 861 years, change UUID #11

I couldn't find anything else that should be changed, but let me know if I'm missing something.

Tests are failing because I don't have zenodo credentials.

Hey @karldw I went ahead and updated the repo (just the tests) and created a new archive with the 1990-2019 data on Zenodo up here: https://zenodo.org/record/4593631

There were some changes to the 2012 and 2019 files as well as the new files for 1990-2000. Not sure what though!
