I think we will end up storing dbcp data in the repo instead of zenodo. Will close this PR once we are extracting data from github.

We are now just storing the raw data in the down-ballot-climate-partners/deployment-gap-model repo. The sanbox archives of these datasets have been removed from zenodo.
