Add FERC forms 6 and 60 #21

Background

This pull request enables archiving of forms 6 and 60 XBRL filings. This will make these filings accessible to use with the FERC XBRL Extractor, to create SQLite databases containing raw data extracted from these filings.

@zschira what's the status of this PR? Should it get rolled in with creating multi-source archives for the FERC 1, FERC 2, etc?
