Track down and fix fuel consumption allocation #1113

There is a methodology for allocating fuel consumption to generators in place right now, but a large chunk of the generator records that don't sum up to the total plant-level fuel consumption in the generation fuel table.

Track down these records to understand the issues with the current methodology.

This is a continuation of #1026.
