Prepare FERC1 plants + EIA PPL tables for entity matching #1431

Several data prep tasks:

[x] Document any columns in the FERC 1 plants and the EIA Plant Parts List inputs that aren't already documented in our Data Dictionaries.
[x] Provide any additional relevant context for the entity matching process that we don't already have documented.
[x] Remove extraneous columns that aren't relevant for the entity matching problem.
[x] Should we create a separate repository for this input data / work?

We got a first version of this done. Will be doing future iterations...
