In order to make the New Fossil Development dashboard, we need county FIPS codes for the infrastructure projects from EIP's data. We never really finished the ETL on this dataset.
The EIP dataset consists of two parts: fossil "infrastructure" projects (mostly petrochemical plants) and pipelines. We can ignore the pipeline dataset because we don't actually use it.
