Rodemacher to Brame Energy Center Mapping Error #155

The FERC Plants Rodemacher 1, 2, and 3 should be mapped to the same plant as the Brame Energy Center in EIA -- they are the same plant, just different names, and so should have the same PUDL ID.

Did we update the plant mapping spreadsheet to fix this issue when we integrated last year's new data? @cmgosnell @swinter2011
