Create detailed forward plan for full XBRL integration

Currently we are prototyping a subset of FERC Form 1 tables to test the process for integrating XBRL tables into PUDL (1531 and 1538). Once this is completed we should have a better understanding of what this process will entail, and be able to come up with a better plan forward.
