Create FERC Naming Conventions Consistent with EIA/PUDL #170

The FERC database has one way of talking about things, EIA & PUDL another -- but often they are the same things, and the datasets get merged together... so they should use the same names -- otherwise we end up having to do a lot of tedious renaming over and over again.
