Integrate plant_id_ferc1 assignment into FERC Form 1 transform process #219

Now that we have a working plant_id_ferc1 generator, we need to to integrate those IDs into the DB ingest process so that they can be used to connect FERC to EIA and do time series cost regressions (#204), etc.

This is a sub-issue of #144
