Bring plant_id_ferc1 into the FERC fuel table records #220

The FERC steam and FERC fuel tables are connected -- they use the same respondent, year, and plant name. Thus we need to ensure that the same plant_id_ferc1 value is assigned to corresponding records in fuel_ferc1 so that the fuel costs and consumption data can be appropriately associated with the relevant FERC plant, as identified.

This is a sub-issue of #144.
