FERC From 2 DBF seems to have gap in the early years #2642

As per https://github.com/catalyst-cooperative/pudl/pull/2564#pullrequestreview-1468686800, the recent changes that integrated FERC Form 2 seem to have small number of records available for the early years. The objective of this issue is to investigate this unexpected situation and to fix what's broken.
