Integrate 2018 EIA 923 Data #268

The 2018 EIA 923 data (ZIP) has been released, and needs to be integrated. Yay! Need to check and make sure that it's the full year data, and not just a year's worth of the monthly data.

This is 923 monthly data that doesn't include all plants.

Ah yeah, I thought it might be. They didn't release the full year of data until like October of last year. If we get the Sloan grant we've said we want to integrate the year-to-date monthly data for 923, 860, and CEMS, so I guess we'll see.

Since this is a YTD update of EIA 923 data, and we've not yet gotten to integrating YTD updates, so closing this for now.
