Retirements missing from EIA

So far I've come across one plant (7939) that looks like it might have retired (or maybe moved?) after 2014. It's in the 2014 860 Generators file as Operable but was never added to the Retired and Canceled sheet. EIA has fuel consumption data through 2014. This is a diesel unit, so maybe it moved?

I came across the issue because NEEDS lists it as operable but it wasn't available as a foreign key from plants_entities_eia with only 2017 EIA data loaded. Not sure if there's an action item but I want a place to track data errors like this.

Plant 57717 disappears after 2016. Solar, installed 2012, last recorded generation value in 2016. Seems odd that it would disappear from both 923 and 860.

Even with all years of data loaded, only some of these Plant IDs are showing up in plants_entity_eia.

None of these plants have resurfaced with any generation data post-2015. Maybe it's a change in what kind of reporting they are subject to?
