Clean up repository and move results into their own projects #330

A lot of what we have checked into the repository really isn't part of the library we are distributing. The main mess of a directory is results -- almost everything in there uses PUDL but isn't really part of PUDL.

There are also some development tools in there that we probably want to keep track of -- especially the notebooks etc. that help us do the somewhat manual mapping of IDs for plants and utilities in FERC and EIA. So maybe in lieu of the scripts and residual results content, we can make a devtools directory.
