Tag a final postgres based version of PUDL #373

Before we cut over to only using data packages for output, and eliminating the entire postgres based infrastructure, I think we should tag a final working version of it in the repository for easy future reference (though not for release). We can make it a "pre-release" version or give it an un-versioned name. We could even make it 0.1.0 and then immediately release 0.2.0 with the datapackage cut-over done.

This version was finally released as catalystcoop.pudl v0.1.0. We're going to release the datapackage version as v0.2.0 riiiiiiiiiiight now.
