Change ReadTheDocs URL to match distribution name #375

Currently we're using https://catalyst-cooperative-pudl.readthedocs.io which matches the Github repo name, but that's awfully long, and it seems more common for the URL to match the distributed package name, so given that we're using catalystcoop.pudl it seems like changing the URL to https://catalystcoop-pudl.readthedocs.io would be better -- and we should do it before we publish it and links show up elsewhere. This will mean deleting and re-creating the project at RTD.

Switched! We've got docs at https://catalystcoop-pudl.readthedocs.io Pretty painless.
