Switch/check the source for EPA brownfields data

Currently the brownfields data is being pulled from this re-powering site. I think this data should really be pulled from this geospatial data site.

• [ ] check if there was a reason to use the RE-powering database
• [ ] compare the two sources
• [ ] do an automated check for updated data
• [ ] check the data against the new guidance (again)
