extracting and transforming EPA sheet

The modules in the extract and transform folders are pretty straightforward and just a couple of lines (still welcome feedback and review of course!)

One question I'm holding in particular is how to extract the zip code to county crosswalk file. It's currently just as a manual download since I didn't know how to extract it via requests. There isn't a file link and you have to select from a few drop downs. (link here: https://www.huduser.gov/portal/datasets/usps_crosswalk.html)

Tasks (updated 12/6)

• [ ] understand EPA's update process for file (sent them email 12/6)
• [ ] zipcode API instead of file
• [ ] add in tests (discuss with @katie-lamb during 12/8 check-in)
• [ ] addressing null zip code cases
• [ ] fix tox errors
