This PR integrates nonmetropolitan statical areas as qualifying areas via the employment criteria.
I use what seems to be the only source of nonmetropolitan to county data from the BLS site.
The fossil employment statistics are aggregated by summing the employment numbers for each county within a nonMSA.
The unemployment statistics are currently being averaged across the counties within the nonMSA. My next steps are to get either the breakdown of number of people unemployed so I can sum them to the nonMSA, or get the population size of the county so I can weight the unemployment percentages when averaging.
