[x] fake depreciation records with corresponding EIA plant-part record
[x] run faked 2019-2020 through the deprish to ferc scaling methods....
[x] use the scaled outputs' FERC total plant cost line to modernize the 2018 study data

this is a mostly one-off process so I am not pushing any code here, but I checked in a helper section in a notebook before deleting it here.
