Update CI #233

Add some of the newer CI changes from cheshire into the RMI repo, including:

autoformatters that help with type hints and modernizing python syntax.
separate ci-test and ci-notify jobs.
Configuration for the pre-commit-ci service.
Bot automerge workflows for pre-commit-ci and dependabot
RST linters
Additional simple built-in pre-commit & pygrep hooks.
