Add insights to gaps in emissions allocation using the crosswalk #282

I created a first pass at aggregating / distributing CEMS emissions to EIA generators using the crosswalk in #271

Now I want to go back in and add some insights about what the gaps are, why they exist, and what we can do about them.

At the end of this analysis we should have a walk through with RMI to discuss next steps.
