WRONG REPO -- Add EIA861 2021 to output table #295

CLOSED because this was created in the wrong repo

Because the EIA861 data isn't integrated into the ETL, there is no running or testing of the ETL. Right now, the 861 extract and transforms are called in the output object. This issue is dedicated to making sure that the 2021 data doesn't break the transforms. Sadly there are no tests yet....
