Migrate the FERC1-EIA record linkage from this repo into PUDL #307

Mostly this pr strips out modules and points things to the appropriate pudl module/function/variable. This is linked to this PUDL PR. I changed the pudl branch that this repo relied on to that PR's branch. We should change it back to devonce it is merged into dev.

(I also updated the known errors!)
