FERC1 Studies
There are infrequent updates of depreciation at the plant or unit level filed within FERC1.
If there is a study, check if it actually has plant or sub-plant level information. Ooften they'll report just FERC account level which is not detailed enough for this purpose. Example of detailed study.
PUC Docket Searching
Depreciation studies are usually but not always found in rate cases. Rate cases are generally filed irregularly.
Filter by state. Filter by date starting after our last study. Start with by searching: “depreciation study” {utility name}.
Pro Tip: There are very few people who do depreciation studies for utilities. Sometimes utilities do this in-house, but a huge number of utilities get John Spanos to prepare and file their depreciation studies. If they do, searching his name in a docket is a sure fire way to get to the study.
Within each probable docket, start with the opening petition AND/OR the final order.
Final orders typically have a summary of each case.
Opening petitions are either one mega PDF, or they often have a table of contents. Depreciation studies are often an attachment to the main petition - either embedded in the mega PDF or as a stand alone document.
Rely on ctrl F! These cases are often sprawling. We can ignore most of the case. We just care about: is there a depreciation study? Is it approved?
When you find a depreciation study:
Is it approved? Look for an order.
Does it have enough key information to calculate remaining fields? See how we fill in fields here.
Add key details into depreciation notes document (docket id with link, link to depreciation study or page number, when it was approved, if it was revised)
The final order will typically include a section for each contested portion of the case. Often (hopefully) each section is organized in a two sections: summary of utility & intervenor positions and the commissions reflections and findings. You can usually skip over the party positions and jump to the commission finding to determine if the arguments were accepted (if an intervenor’s position was rejected that means the study the utility filed originally was accepted) and if they would result in a material change in the depreciation study (if a suggested change was accepted, should it change the originally filed study? If so, did the commission require a re-file?).
Rarely, you’ll find that the depreciation study has been edited in the course of the proceeding. Typically that will be noted clearly in the order and USUALLY they will publish a new version of the depreciation study. Make sure we are scraping the approved study.
Settlements! Sometimes parties in a case come together and propose settlements before the commission issues a final order. Commissions often - but not always - accept these settlements. If a settlement is accepted, sometimes the final order will still include a lot of detail/deliberation. But other times the bulk of the description of what about the original petition is being edited is found in the settlement agreement.
If a case is still ongoing, try to scan the documents chronologically and take a look at the most recent order (or scan a few recent orders) to get a sense of the current state of the case and by proxy the depreciation study. These studies don’t often get major changes within the course of a proceeding, so we may choose to integrate it if it is not contested. Check in with RMI Becky about how to proceed.
[ ] Check Sums! The studies often get scrapped pretty nicely, but sometimes the PDFs are sometimes grainy. You'll often get 8's that get read as B's or commas that get read as periods, etc. Recreating the sum rows help to double check the scrapped values. Add a total row w/ a sum & a second row to check if reported total = calculated total. Fix any errors.
