is the fuel cost nulls coming from truly missing nulls from EIA or is the processing generating the nulls?

In order to understand if records are being lost in our aggregations, I'm going to employ the following general process.

Determine the number of plants (not total records but unique plants) and generators with non-null fuel cost data in each of the following tables/steps in the process:

the original fuel receipts and cost table
the annual pudl_out version of the frc table
the generator table in the MUL compilation (plant_gen_df)
each plant part's portion of the MUL compilation
