Add schema checks to CI #33

This will come in 2 parts:

[ ] Checking schema is aligned on install (install.xml)
[ ] Checking schema is aligned after upgrade (upgrade.php) - this one being slightly less straight forward.

This might land one day in the core moodle-plugin-ci which the work has been done for partially here: https://github.com/open-lms-open-source/moodle-plugin-ci/pull/102/files
