Should release automation also tag and create an archive in the repository? #44

Probably a nice to have, but the Moodle directory should already cover this, functionally speaking (with some minor assumptions)

I meant to come back to this to explain my reasons....

1) Catalyst offices use Git branches for release management to our client branches - not plugins db, not releases, tags etc. 2) We've been adding auto-deployment processes to auto-deploy releases to the moodle.org plugins db for organisations that use the moodle.org plugins db for their release processes.

We should not be adding an extra release process we do not use ourselves that is not widely used by the community it may just generate extra noise in the respository, and may just trigger people asking us to add "release tag support" to other repositories - IMO we should only support 1 & 2 above.
