Outage preview pages should be served as 503's or not indexed somehow #217

eg pages like these:

/auth/outage/info.php?id=123

These should never ever be indexed by google.

If you search for "/auth/outage/info.php?id=" (including the quotes) you'll get a ton of sites using outage manager and these are all pure junk
