Added behat test, with some fixes to complete all behat tests in this plugin (--tags="@auth_outage") There are some places to use 'embedded' layout like grade page in assignment activity, or wiki printing screen, but I didn't add to the test in those cases. I couldn't find 'popup' or some other cases from the site, so I didn't add to the whitelist from render.

I removed github actions error fix. it will fix with issue #243 .

Rebased from #243 issue, so all green now.
