Service Provider Metadata or Download SP Metadata links not working on windows #261

What happened? Moodle 3.4.2 & SAML2 Single sign on plugin release 2018032900

Plugin is installed, but can't view the SP Metadata or download it. When clicking on the link to view SP Metadata I get: Exception - authsources['moodle.mydomain.org']: Unable to load certificate/public key from file "[dataroot]/saml2/moodle.mydomain.org.crt".

When clicking on the link to download SP Metadata I get: This site can’t be reached The webpage at https://moodle.mydomain.org/auth/saml2/sp/metadata.php?download=1 might be temporarily down or it may have moved permanently to a new web address

Please provide as many of the following as applies: We are in a consortium of schools and I do not have direct access to the Moodle server, but can work with the provider to make configuration changes if needed.

What you expected: To be able to view the SP Metadata in order to configure the IdP
